Who Is Eligible for ECO Funding?

Eligibility for ECO (Energy Company Obligation) funding is mainly aimed at helping households that need extra support to improve their energy efficiency and reduce energy bills. You may qualify for ECO funding if:
  • You receive certain government benefits such as Universal Credit, Pension Credit, Income Support, Child Tax Credit, Working Tax Credit, or other qualifying benefits.
  • You have a low household income or are considered to be in a vulnerable group (for example, elderly, disabled, or with young children).
  • Your home is hard to heat (for example, it has a low energy rating or poor insulation).
  • You’re a private tenant or homeowner (some schemes are also available for social housing tenants, depending on the property’s energy efficiency).
In addition, local councils can use the LA Flex (Local Authority Flexible Eligibility) scheme to help households that don’t meet the standard criteria but are still at risk of fuel poverty or have specific health conditions affected by living in a cold home.
